Thomas Roewekamp, chair of Germany's parliamentary defence committee, just said the quiet part out loud to AFP.
If voluntary recruitment keeps flopping like this, Germany will have to bring back conscription.
Decision deadline: July 31, 2027.
"I still have serious doubts that we can" do it voluntarily, he admitted.
That's the Bundeswehr's target by 2035. A 40% jump in active troops.

Europe, Roewekamp says, has to rearm on its own.
Germany suspended the draft back in 2011. An entire generation grew up never hearing the words "war" and "duty" in the same sentence.
Now the government wants them in uniform — flying jets, sailing frigates, manning Patriot batteries.
And the streets have answered.
Large demonstrations against conscription have already swept through German cities in recent months.
"I understand there is uncertainty," Roewekamp said.
Translation: he knows this is politically radioactive.
Here's the part most headlines miss.
If conscription returns, it won't grab every 18-year-old man. There are about 350,000 of them each year — way more than the army needs.
Instead, the Bundeswehr would draft only as many as it needs to hit annual targets.
A lottery, basically. A draft with a filter.
This isn't just a German recruitment problem.
It's the moment Europe realises it can no longer outsource its security.

And Berlin has roughly 13 months to decide if the answer is a letter… or a summons.
