Nine million borrowers were counting on a 10-year finish line.
Then the rules quietly moved.
As of July 1, the One Big Beautiful Bill Act rewired federal student loans β and buried inside it are three changes that could quietly wipe out your Public Service Loan Forgiveness progress without you even noticing.
Here's the part that should scare every new borrower.
The OBBBA created a new plan called the Tiered Standard Plan.
Fixed payments. No income adjustment.
And it does not count toward PSLF. Not one payment.
Here's the twist: if you borrow after July 1 and don't actively choose a planβ¦
you get dropped into it automatically.
Quietly earning zero PSLF credit.
To actually qualify, new borrowers have exactly one option: the Repayment Assistance Plan (RAP), where you pay 1%β10% of your income.
π Miss that choice, and a decade of payments could count for nothing.
It gets worse for parents.
Parent PLUS borrowers have officially lost access to income-driven repayment.
No IDR. No PSLF. Full stop.
There was a narrow escape hatch β consolidating old Parent PLUS loans into a Direct loan before the window closed.
Miss it, and that path to forgiveness is gone.
π« New Parent PLUS borrowers β Tiered Standard Plan only, zero PSLF credit
β³ Existing borrowers who didn't consolidate in time β also locked out
β Only those who consolidated before the deadline kept a shot at IDR and PSLF
In June, two federal judges struck down the Trump administration's attempt to redefine which employers "count" for PSLF β language critics said could've let the government blacklist nonprofits it disliked.
For now, your employer's eligibility stands.
The Education Department says that clause "will have no effect."
One thing hasn't changed, and experts want borrowers to remember it.
No matter which qualifying plan you're on, PSLF still forgives at 10 years β even if that same plan's own terms promise cancellation at 30.
So the real move right now: check your plan, check your consolidation status, and file that employer certification form.
Because in this system, silence gets you nothing.
That's all for now!
