Three regulators. One bill. And suddenly, allies are turning on allies.
Meet the VBSA Bill, 2025.
It wants to scrap the UGC, AICTE and NCTE.
And replace all three with one single body.
Sounds like simplification, right?
Stay with me.
Because the people objecting aren't just the usual suspects.
This isn't Congress vs BJP.
BJP's own allies are pushing back.
🏛️ Andhra Pradesh (TDP, an NDA ally) says a key clause could make its legislative power a "dead letter"
🏛️ Madhya Pradesh (BJP-ruled) is questioning why States barely get a seat at the table
🏛️ Meghalaya (NPP, NDA ally) wants a clean line drawn between Centre and State powers
When your own coalition partners raise red flags, that's not noise.
That's a warning siren.
Two clauses are causing most of the heartburn.
👉 Clause 45 — lets the Centre issue binding directions to the new regulator, and decide for itself what counts as "policy."
👉 Clause 47 — lets the Centre suspend the entire regulatory body for up to one full year.
Banaras Hindu University didn't hold back.
It warned Clause 47 could turn an independent regulator into "an arm of the government of the day."
Jairam Ramesh isn't calling it VBSA.
He's calling it the "Very Bad Shiksha Act."

The Ministry of Education isn't backing down.
It says these powers already exist in the old UGC and AICTE Acts — this is just standard regulatory practice.
But the Bill lands in the Monsoon Session from July 20.
A Joint Parliamentary Committee has already heard from IIT Bombay, BHU, and states cutting across party lines.
One body to rule higher education.
Or one clause too far.
Parliament decides in days.
