And Odisha just used the moment to drop a bombshell.

Odisha inked a memorandum of cooperation with two heavyweights:

The mission? Turn Odisha's coast into a global clean fuel hub.
Three projects. Three coastal power moves.
🌱 Gopalpur — 0.4 MTPA green ammonia plant at the Tata SEZ. ₹20,000 crore. 3,400 jobs.
⚓ A jetty-less floating terminal to ship it out. ₹1,000 crore extra.
🔥 Paradip — a bigger 0.8 MTPA green ammonia plant. ₹34,000 crore. 3,600 jobs.
🧪 A methanol facility on top. ₹12,000 crore.
Total jobs on the table: ~7,000.
Here's the part most headlines skip.
Japan is racing to co-fire ammonia in its thermal power plants — mixing it with coal to slash emissions without shutting the grid down.
But Japan can't produce green ammonia cheaply at home.
India can.
Abundant sun. Abundant wind. A 4,000-km coastline. And a government pushing 5 million tonnes of green hydrogen a year by 2030.
That's the entire subtext of this deal.
The ACME–IHI partnership at Gopalpur isn't new — they've been building toward this since 2023.
Land acquisition wrapped up in 2025.
And it's now being called India's largest green ammonia project.
What's new today is the scale-up: Paradip joining the party, methanol added to the menu, and a floating export terminal that basically turns Odisha's shore into a fuel dock for Asia.
CM Mohan Charan Majhi framed it as a step toward Samruddha Odisha 2036 and Viksit Bharat 2047.
But strip the slogans away and the real story is simpler.
India wants to export 10 MMT of green hydrogen and ammonia a year.
Japan wants to import it.
Odisha just planted its flag right in the middle of that trade route.
The oil economy was built around who owned the wells.
The next one will be built around who owns the ports.
And today, Odisha quietly bought a seat at that table.
For ₹67,000 crore, that might be the bargain of the decade.
