Energy Minister Arvind Kumar Sharma announced it today.
The logic is beautifully simple:

👉 That's when clean power is cheapest.
👉 So that's when your EV should sip it.
UP isn't a small pond.
It's the largest EV market in India — clocking a record 70,000+ EV registrations in a single quarter last year.
And it just hit an all-time peak power demand of 32,673 MW.
So any nudge on charging behaviour here… moves the national needle.
This isn't just a discount. It's behavioural engineering.
The state is quietly training an entire generation of EV owners to align their habits with the sun — not the grid's stressed-out evening peak.
Because here's the dirty little secret of EV adoption:
If everyone plugs in at 8 PM, you're just moving pollution from tailpipes to coal plants.
But charge at 1 PM on solar?
Now you're actually driving on sunlight. 🚗☀️
The state is racing to back this up with real capacity:
🏗️ 4,000 MW of solar being developed through large solar parks
🏠 2,500 MW more coming from rooftop solar under PM Surya Ghar Yojana
🔌 Zero tariff hikes for 7 straight years across any consumer category
🏭 Thermal plant efficiency (PLF) jumped from 65% to nearly 85%
That's a serious foundation.
Most EV policies push adoption with subsidies on the vehicle.
