Baltimore, Maryland – Jason Billingsley has been sentenced to life in prison for the 2023 murder of Pava LaPere, the 26-year-old CEO and founder of EcoMap Technologies. LaPere was found deceased on the rooftop of her Baltimore apartment building on September 22, 2023, having suffered strangulation and blunt force trauma. Billingsley, a registered sex offender with a history of violent offenses, pleaded guilty to first-degree murder in LaPere's death, as well as charges related to a separate violent incident days prior.

Surveillance footage captured Billingsley following LaPere into her apartment building before her death. Police stated there was no known connection between LaPere and Billingsley. The incident occurred just three days after Billingsley was implicated in a separate attack on September 19, 2023, involving rape, attempted murder, and arson against another woman and her friend.

Billingsley had been released from prison in October 2022 under Maryland's diminution credit system, which allows inmates to reduce sentences through good behavior and educational courses. He had previously pleaded guilty to a first-degree sex offense in 2015, receiving a 30-year sentence with 16 years suspended. This early release drew significant scrutiny and led to legislative action in Maryland to restrict such credits for sex offenders.

Pava LaPere was a prominent figure in Baltimore's tech community, recognized on Forbes' "30 Under 30" list for social impact. She co-founded EcoMap Technologies in 2018, a company focused on using artificial intelligence to make information more accessible. Her company issued a statement following her death, expressing "profound sadness and shock" and noting that "the circumstances surrounding Pava's death are deeply distressing."

LaPere's family expressed relief at Billingsley's arrest and conviction, stating, "We're relieved to know he can no longer hurt other innocent victims. While this doesn’t change that Baltimore lost one of its most passionate, influential fans, our efforts remain focused on remembering and celebrating Pava Marie – her life, successes, and legacy." Billingsley received three life sentences, two to be served consecutively, making his potential release highly unlikely.
