One day of extreme heat = ~3,400 extra deaths nationwide.
Conservative figures. And not a single one categorised by disability.
We were told the most heat-vulnerable people were the elderly. Outdoor workers. The poor.
Then a decade-long South Korean health study dropped a quiet bomb:

Then on May 21, 2026, power demand hit an all-time high of 270.82 GW.
For someone on a ventilator, refrigerated insulin, or an electric wheelchair, a load-shedding hour isn't inconvenience.
It's a countdown.
This isn't a missing-law problem. It's a we-have-the-law-and-ignore-it problem.
Section 8, RPwD Act → equal safety in disasters
Section 41 → alerts in Braille, sign language, simple language
Section 44 → all public infrastructure must be accessible
A cooling centre without a ramp? Illegal.
A heat alert only on TV with no captions? Illegal.
The Supreme Court literally called a "barrier-free environment" a constitutional goal.
Not money. Not new ministries. Just doing the thing.

🚪 Welfare officers physically reaching high-dependency homes during red alerts
📱 Sign-language video alerts, audio, accessible SMS
❄️ Cooling centres funded only if wheelchair-accessible
💉 Protocols for refrigerating life-saving medicines
And Census 2027 finally counting heat deaths by type of disability.
WHO says 16% of humans live with a disability.
Apply that to India and the real number isn't 2.68 crore.
It's closer to 21 crore. Eight times what the Census admits.
The people most likely to die in the next heatwave are the ones the system was never designed to see.
April will come again.
The law is ready. The plans are not.
