The National Institute of Standards and Technology (NIST) has officially released its technical findings on the catastrophic 2021 Surfside condominium collapse, confirming that a structural failure in two garage columns initiated the disaster. This initial failure set off a three-week "domino effect" that ultimately led to the building's collapse on June 24, 2021, claiming 98 lives. The Wall Street Journal highlighted this critical finding, stating, > "A structural failure in two garage columns started a three-week domino effect that led to the catastrophic Surfside condo collapse in 2021."

According to NIST's investigation, the two connections between garage columns and the pool deck failed in early June 2021. This failure caused cracks to propagate and loads to redistribute within the pool deck structure. Over the subsequent three weeks, these stresses overwhelmed adjacent slab-column connections, which were not robust enough to withstand the increased burden. This progressive deterioration culminated in the catastrophic collapse of Champlain Towers South.

NIST co-lead Glenn Bell explained that the low margins against failure were primarily due to "severe and widespread deviations in the building’s original structural design from the codes and standards of the day." Additionally, there were "deviations in the building’s construction from the design drawings." Forensic engineering analysis by Wiss, Janney, Elstner Associates (WJE) also indicated that the original pool deck slab design had insufficient punching shear strength at nearly all column connections.

Further exacerbating the structural vulnerabilities were loads added over the building's lifetime, including modifications to the pool deck, and long-term degradation from corrosion. A 2018 inspection report had already identified "major structural damage" and noted that concrete deterioration was "much worse" by April 2021. Visible signs of distress, such as efflorescence and cracking, were present in the months leading up to the collapse, indicating ongoing issues.

NIST's comprehensive investigation systematically ruled out other potential causes, including vibrations from nearby construction, foundation failure, sinkholes, and hurricane effects. The findings underscore the critical importance of adhering to design codes, ensuring quality construction, and addressing structural warnings promptly. This tragedy has prompted significant reforms in Florida's building inspection laws, aiming to prevent similar disasters.
